Hey,

I've never heard of this happening but what I do know is that there is a way to access your website via Microsoft Frontpage you just have to setup it up with the server. Here you can simply edit your website and than just upload it and it shouldn't take very long. If it's a website with lots of pictures it wouldn't make a difference whether you added the pictures online or offline as you would still be required to upload the pictures.

Hope I help.

Being able to build and edit your website on your hard disk, then
publish it to your Web server, is one of FrontPage's stronger features.
It perfectly synchronizes the two versions of your website, and to save
time, uploads only those pages that have been changed. If your Web
server doesn't have the server extensions installed, you can probably
still take advantage of this feature. Here's how:
  • Choose File > Publish Web...
  • In the Location input box, you'll need to enter the FTP address of your server. Your Web hosting service should be able to tell you this address (it will start with "ftp://"). It might be as simple as ftp://www.yourdomain.com, or you may have to specify a folder, like ftp://www.yourdomain.com/public_html.
If, for some reason,
publishing your website with FrontPage doesn't work, you'll have to
upload it to your Web server with an FTP program.

This is a good feature of frontpage, but I don't use frontpage any more as it does like to add and auto correct your code as you type it.
It's great for beginners I think, but as soon as you become more advanced and fluent in your code, you will begin to see annoyances in Frontpage, as if you don't write it in a way it likes (html) - then it auto-changes your code sometimes, as you save a file.

Not good. :)
